The duty cliff is invisible from outside the carton. Chapters 61 and 62 classify a garment by chief weight, whichever fibre holds the majority owns the whole code, and one percent of fibre flips a 16.5% cotton tee onto the 32% man-made rate. NOVA reads the composition like an x-ray and catches the flip before customs does.
